Transparency and AI– why is India still hesitating to regulate AI applications?

In the last week, two significant developments in the Artificial Intelligence discourse from the United States brought back the focus on concerns of transparency in AI systems. The first development is a research study by researchers from Stanford and Princeton University that had developed the Foundational Model Transparency Index. The second, is the executive order on AI released by President Biden which focuses on improving AI safety and security.
While the global narrative seeks to mitigate risks posed by AI, AI applications are being adopted in the public sector, including in India. For example the government of Andhra Pradesh recently released a doubt clearance chatbot – an AI-powered application to be installed on all state-owned tablets and interactive flat panels to address queries in Physics, Chemistry, Biology, Mathematics, English and in TOEFL exam preparation.
